While TSD students were on Spring Break, the Texas Legislature were hard at work.
Earlier this week, the House budget committee passed HB 1. In the committee’s bill, selected TSD staff will see a salary adjustment, and some funding was appropriated towards the TSD campus master plan. Other TSD requests were included as part of the “wish list.” The full House will take up SB 500, the supplemental budget bill and HB 1 on Wednesday, March 27th.
On Tuesday, the House Public Education Committee considered and passed Chairman Huberty’s school finance bill, HB 3. The bill would direct about $6 billion of funding to improve the public education system and $3 billion to help lower school district property tax rates. TASB provided a summary of changes HERE.
SB 54 would remove from school district accountability calculations students who attend regional day school programs for the deaf in certain districts but whose parents do not reside within the physical boundaries of those districts.
SB 895 would direct TSD’s Educational Resource Center on Deafness (ERCOD), Texas Education Agency, and the Health and Human Services Commission to establish a memorandum of understanding to guide the gathering and analysis of student outcome data for language acquisition programs at Texas schools that serve Deaf students.
On Wednesday, the House Public Health Committee received testimony on HB 2255, which would direct the Department of State Health Services (DSHS) to make educational and informational materials on follow-up care, public resources on early childhood intervention services available to parents. The committee then voted the bill out favorably.
Representative Mary Gonzalez’ technical change bill, HB 637, regarding superintendent salaries for TSD and TSBVI, was approved by the full House. Now it will go to the Senate.
Next week, the House Public Education Committee (Tuesday) will take up school safety and security bills. The Senate Finance Committee will be discussing the appropriations bill, SB 1, on Thursday and Friday.
On Tuesday, Representative Darby’s HB 1101 will be before the full House. The bill changes the name from the current Southwest Collegiate Institute for the Deaf to Southwest College for the Deaf.
